(1) The Council may make necessary rules to implement this Act.
(2) The rule made according to sub-section (1) shall come into force after being approved by the Government of Nepal (3) The council shall not be contrary to the rules made under this Act and sub-section (1). Can make necessary regulations, guidelines, procedures and standards.
